It is with heavy hearts that we share the passing of two remarkable members of our family: Lloyd Ballard, a dedicated surveyor and 34-year employee of Miami Conservancy District, and William E. Lukens, who served with distinction on the Miami Conservancy District Board of Directors for over 17 years.
Lloyd and Bill embodied the spirit of service and dedication that defines Miami Conservancy District. Their contributions have left an indelible mark on our organization and the communities we serve.

Lloyd’s contributions to Miami Conservancy District spanned over three decades, where his meticulous work in surveying supported critical engineering projects and helped maintain the safety of the Miami Valley. Embracing advancements in technology, Lloyd mastered tools like the Total Robotic Station and GPS systems, setting a standard for precision and innovation. Beyond his professional achievements, Lloyd was a talented musician, sharing his love of piano with friends and family, and brightening any room with his laughter and joy.
Lloyd’s life was filled with creativity, passion, and love for his family. His presence will be deeply missed by his colleagues and all who knew him.
Bill’s legacy is one of leadership, vision, and dedication. Appointed to the Miami Conservancy District Board of Directors in 2005, Bill guided the organization with wisdom and integrity for over 17 years. Under his leadership, Miami Conservancy District thrived as a model of regional cooperation, advancing flood protection, water stewardship, and public enjoyment of our lands and waterways.
In October 2022, Bill retired from the board, leaving behind a legacy of excellence. His steadfast commitment to the Miami Conservancy District mission ensured the continued safety and prosperity of the Miami Valley.
