Miami Conservancy District (MCD) is a pioneering organization at the forefront of flood protectionwater stewardshipand recreation since 1915. Established after the disastrous 1913 flood that caused widespread destruction and loss of life in the Miami Valley region, the organization's founders recognized the urgent need for a coordinated approach to managing the region's water resources and preventing future floods. An integrated flood protection system was built to protect the region.

Flood Protection System Rehabilitation Is Needed

That system has kept Southwest Ohio safe for over 100 years; Without improvement, there is an increased risk of failure and threat from catastrophic flooding. It now requires reinvestment, rehabilitation, and renewal to continue to protect communities. $140M in rehabilitation and reinvestment projects has been identified through risk analysis. Each year, The Miami Conservancy District reports on the progress of improvements and needs of the system, as required by state law to the Conservancy Court.

 

How is the system funded?

Properties that flooded in 1913 – and are now protected by the integrated flood protection system – pay an annual assessment calculated on several factors. The assessment is calculated by multiplying a benefit and rate. Miami Conservancy District’s level of protection is designed to store a flood equivalent to the Great Flood of 1913 plus 40 percent.

The Miami Conservancy District is committed to evaluating the method of defining and calculating flood control benefits to ensure fairness and sustainability for property owners and communities. A study is underway to evaluate current procedures, explore additional direct and indirect benefits to a broader community, and consider alternative funding strategies. After alternatives are evaluated, a revised benefit and assessment methodology may be utilized in the future.
